Jim Terrier (Sean Penn) war einst Angehöriger der Special Forces und hat sich inzwischen einer Söldnertruppe angeschlossen, die auf besonders heikle Aufträge spezialisiert ist. 2006 übt die Eliteeinheit in der Demokratischen Republik Kongo ein tödliches Attentat auf den einheimischen Bergbauminister aus, um ausländischen Firmen leichteren Zugang zu den reichen Bodenschätzen des Landes zu sichern. Nach der Aktion muss Terrier den Kongo überstürzt verlassen, wobei seine Freundin, die Ärztin Annie (Jasmine Trinca) zurückbleibt. Nach dieser Erfahrung beendet Jim sein Söldnerdasein und kehrt erst acht Jahre später im Auftrag einer Hilfsorganisation in den Kongo zurück. Er baut nun Brunnen, doch eines Tages wird er bei der Arbeit überfallen und die erneute Flucht nach London gelingt ihm nur knapp. Terrier muss feststellen, dass offenbar jemand systematisch Jagd auf die Mitglieder seiner früheren Söldnergruppe macht und alarmiert seine ehemaligen Kollegen. Schließlich begegnet er auch seiner großen Liebe Annie wieder...
